Ordering:
The Workers' Compensation Division (WCD) will no longer be
publishing hard copies of the Workers'Compensation Lawbook,
"Laws relating to workers' compensation and safe employment
in Oregon." Orders can be placed for the softcover book
Labor, Employment and Workers' Compensation Laws of Oregon
at the Legislative Counsel Web site (www.lc.state.or.us).
Links are provided for online orders or for
printing an order form to submit by mail or fax to the Office
of the
Legislative Counsel. The Legislative Counsel will be the sole
distributor of all state law books.

Paper copies of new and revised rules and bulletins
This is a paid subscription service for a year which begins
January 1 and provides ongoing delivery of paper copies of
new and revised rules and bulletins. Fees are based on WCD's
actual costs for printing, mailing, and processing in accordance
with ORS 192.440. There are two options for the subscription
service for paper copies.
1. $30 per subscription period, this option is for new and revised rules and bulletins for the categories of claims processing,
coverage and assessments, general interest/other, medical, and vocational/reemployment assistance.
2.
$15 per subscription period, this option is for new and revised
medical and vocational/reemployment assistance rules and bulletins.

Subscription questions Are mid-year subscriptions prorated?
The subscription fee is not prorated. If you subscribe after
January 1, however, and wish to receive rules and bulletins
issued since January 1, these will be sent at no additional
charge.
Is there a charge for proposed rules?
Notices of Proposed Rules will continue to be mailed without charge unless a fee is established by rulemaking, as required by ORS 183.335(7).
What about WCB or Board rules?
WCB rules can be accessed free of charge on their Web site. For paper copies, WCD will charge $5 for a complete set of OAR Chapter 438 WCB rules.

Why the need to charge fees?
With the decrease in workers' compensation premiums and the resultant decrease in premium assessments collected, WCD has had to cut expenditures. Several positions were eliminated not only
in WCD, but also in other DCBS divisions. In WCD alone, expenditures to print and mail paper copies of regulations have ranged from approximately $90,000 to $268,000 per year since 1995. Encouraging
customers to use the Internet to access and print these regulations helps to control our administrative costs.
Which
publications are affected and what are the charges?
WCD charges for paper copies of rules and bulletins. However,
WCD waives charges for orders that total less than $5 or in
the event of hardship.
